Stakeholder checklist


What to ask when determining whether the PNCIMA stakeholder engagement strategy will result in a good stakeholder engagement process

Resources

  • Is there long-term funding for stakeholder engagement in the PNCIMA planning process?

Stakeholder Participation

  • Are stakeholders identified, defined and selected via a fully transparent exercise?
  • Will stakeholder engagement throughout the planning process be balanced (i.e. one set of stakeholders should not be engaged more than others) and representative (e.g. trawl fisherman cannot represent the interests of hook-and-line fishermen and vice versa)?
  • Do stakeholders have options available for how they can participate? (i.e. community meetings, print, web based, telephone)
  • Are stakeholders given timely and comprehensive notice of opportunities for consultation?
  • Will stakeholders have enough lead time to review and assess information required to participate in working groups and forums associated with the planning process?


Process Design

  • Is there an opportunity to comment on the purpose, scope, scale and objectives of the PNCIMA process and stakeholder engagement strategy?
  • Do stakeholders have the opportunity to tell the process organizers what they think about how the process has been designed before it is finalized?
  • Are stakeholders meaningfully engaged in the process development rather than consulted superficially on a one-off basis?


Decision Making

  • Will all information provided to decision-makers throughout the process also be provided to stakeholders in a timely manner and in the appropriate format?
  • Is there a decision making process established that empowers stakeholders to participate in developing the recommendations that come out of the planning process?
  • Will decisions about how science (including ecological, socio-economic, and traditional and local knowledge) is used to inform the planning process be not only made by government, but also based upon input from stakeholders?
